Ms. Esposito is the President, CEO and founder of ETC. With more than 33 years of experience in environmental consulting and problem solving, she has worked in virtually every area of environmental science and engineering. Ms. Esposito has written or coauthored numerous technical manuals and seminars on RCRA and CERCLA/Superfund topics and is nationally recognized as an expert in toxic chemical pollution. In 1994, she established ETC to help industrial clients and others improve public awareness and understanding about chemical safety and other environmental issues in their communities. As the President and CEO of ETC, she is involved in all aspects of the business and has ultimate responsibility for the growth and performance of her staff, and the satisfaction of every client.
Richard C. Burger, P.E.CFO, Treasurer

As CFO and Treasurer for ETC, Mr. Burger is responsible for all financial, contractual, and insurance aspects of the business. Mr. Burger has been actively involved with ETC since it was established in 1994. He is also a Professional Engineer with more than 35 years of industrial manufacturing experience in the aerospace industry. offers technical support to projects and staff as needed.
Bethany S. Dale, APRVice President of Operations

As Vice President of Operations, Ms. Dale manages ETC business operations and performs client project work. She has 10 years of experience in environmental communications and joined ETC in 1998. Her project work includes meeting facilitation, coordination of public meetings/open houses, media relations, opinion research, preparation and implementation of communication plans, newsletters, brochures and other publications.

As a Project Manager, Ms. Scarpinski is responsible for managing MSD’s Customer Service Center for the Water In Basement (WIB) response program. She supervises four customer service representatives (CSRs) — Mr. Jeff Abbott, Ms. Tera Kuhlman, Mr. Chris Sandman and Ms. Martie Thompson, Ms. Scarpinski joined ETC in January 2004. She also works as a CSR, helping homeowners who have experienced a WIB incident document water in basement damage, fill out paperwork and arrange for the cleanup.
